My laptop (Dell XPS 13) has a pixelated picture when I connect a video cable via usb C, sometimes it just happens, but usually works again after restarting… According to Dell it is not a hardware problem, all the driver updates have been carried out PC set up several times… Does anyone know the problem and can help me? To me it clearly looks like a display problem or graphics card damage, no matter what Dell says.

Was the same with my old laptop, the display was damaged.
From many experiences with many different pc manufacturers I can tell you that they always tell you first that it is not a hardware problem. They always try to get out of there as long as possible, preferably until the warranty period expires.
If you haven't found a solution online and there's obviously no driver / software problem then give them a call or write to them and tell them
"The laptop is broken, how does it work with sending it in?"
Then the likelihood that they will try to get rid of you immediately decreases
