I have a pretty toaster and wanted to ask if my laptop packs Assassin's Creed Rogue because I still have Steam credit left

The Celeron series is not designed at all for that, it will not run playably.
No, definitely not. Your laptop doesn't even meet the minimum requirements for Assassin's Creed Rogue in the least. As a minimum processor you would need an Intel Core 2 Quad Q6600 with 2.4 GHz and your laptop processor doesn't come close to the performance of the Q6600 Ran and as far as the graphics card is concerned, you should have at least one GTS 450. What graphics card do you have? If you have an integrated one, it probably won't even be able to start the game… Don't mean bad
Yeah, you can play. I myself played on celeron n4000 with 4 gigs of RAM and Intel UHD Graphics 600. You just need to lower the graphics and resolution to 720p.
