But if you expect a lot of performance from something, the components should be able to do that. The AMD Ryzen Mobile of the 3XXX and 4XXX generation can do this.

The Vega graphics in the AMD Ryzen Mobile APU models are powerful enough for streaming. You should not be confused with the inefficient Intel pedants in the Intel CPUs

The question you have to answer is how do you want to stream it? Daruk can install a capture card in the laptop you only have an external solution to transfer data from your console or your PC to the streaming PC or laptop. Apart from that, streaming via a laptop is not recommended solely because of the heat dissipation.

As the other two said, you will not be able to avoid a laptop with a Ryzen around it and preferably from Ryzen 5 or 7.

Would be recommended. A suitable streaming PC that should only be made for it does not necessarily cost a lot. Here you can also fall back on the 1st or 2nd generation. That means at least Ryzen 7 1700 or 1800. Whether you want to take X i.e. 1700X you have to decide for yourself is only interesting for overclocking.
I would rather recommend at least. From Ryzen 7 2700 which costs around 190 or the X for 10 euro more. Or from Ryzen 5 3700 with about 185 euro.
