A console is cheaper if you just want to play Fifa. Add a cheap used laptop and you got away much cheaper.
I use a hp laptop s15 with an amd ryzen 5 3500, 16 gb ram and a radeon vega graphic. It runs games like minecaft, osu! Gta etc also you can stream with it super (I don't know which of the s 15 series) but make sure that ryzen 5 3500 is installed and it has 16 GB RAM (memory).
