I need it most to surf the Internet and to stream live content. So actually an all-rounder notebook. Generally I'm an Apple fan.

The XPS series comes pretty close to the Macbooks ran.

A strong 4 core, 8GB RAM, 256GB M.2 SSD and a 4K touch panel.

In terms of price you get Apple rather used or a weaker MacBook Air, which has too little power for your purposes.

I personally think Apple has a worse price / performance ratio but if you are a fan, you can already buy. Is also a nice notebook.
