The 1050 has 2gb vram, with the vega 8 I'm not sure what things are there

The GTX has its own VRAM.
The Vega squeezes up to 2GB of RAM. Means if you have 8GB RAM then 2 GB will be used for the graphics chip (so you only have 6GB RAM). Called APU at AMD and iGPU at Intel.

My CPU has 8 GB of RAM. But when I'm in Windows normally, I've already used about 66% RAM… Is that normal and can you somehow lower it or delete things so that it goes down?
What GPU and CPU do you have?
I5 8th (8g) gtx 1050 max q (2gb)
Then that fits quite well with the RAM consumption.
The Intel iGPU also takes memory from RAM when it is working in desktop mode, in addition there are Windows and possibly APPs that are open.

You can always optimize something, whether you notice that is something else, probably not.
