I think my laptop has 1.9 GHz and I want to play a game (sea of thieves) for which I think you need at least 3.6 GHz. Would it still work?

But kidding aside. You may be able to play the game partially. But I wouldn't rely on that. Even if it works, it will have to struggle with jerking and dropouts.
If it's a Steam game you can buy it, test it and give it back within 2 hours. So there's nothing against just trying it out.
But I would say play something else ^^
Quite simply, go to Game-Debate and on top of "Can I run it", enter the game and the data from the PC and you can see whether or not what will be.
