I can't decide:
I want a PC on which you can play a bit of Minecraft etc. And use it for office services such as Word Power Point etc. I asked myself whether I want to choose the Raspberry pi 4 Model B 4GB Ram and 32GB Micro SD, for a laptop that I want to convert into a PC (i7 + 16gb Ram + small graphics card) or whether I should buy a PC like this, but I would be more interested in handicrafts. You can vote for what you are below!
If you think I should take the Raspberry Pi then send me a link where I can buy it cheap.
But if you say no if you want to tinker, for example, then rather build an old laptop into a PC then please give me a link where I can find a refurbished laptop with i7 and 16gb Ram.
But if you say no Done Pcs are much better than such stuff then give me a link there.
My budget is up to 200 euro and I would be happy if you help me to provide a suitable PC or something!

Converting notebook to computer is a bad idea and the PI is probably not a solution without graphics card. With 200 euro you won't get far there. I would advise you to buy used components, mostly well-known ones have RAM or other components lying around.
I would advise you to do the RPi. The performance is always sufficient for Office, you can also overclock it when it is lit, but passive coolers or a cooling housing with 5V connection would be recommended.
The Raspberry is a good choice in that it offers a lot of options for further use that you will surely find fun.

Especially because you want to tinker, find out about the compatibility of components and choose your parts yourself. This is the method that is the cheapest and best acquires knowledge.
I would not use a RasPi, because you can't install a "correct" operating system like Windows on it and therefore you can't play real games like the real Minecraft. I wouldn't necessarily take an old laptop either. It is best to build a PC.
