I have a wacom ctl 480 for my laptop to draw. But when I connect it, the tablet lights up but I can't move the mouse with the pen, so the laptop doesn't react to my pen.

Google for your graphics tablet name and driver and download it. It won't work without a driver.
If you installed the driver and it recently stopped working, it could be due to a Windows update.
I had the same topic today and downloaded the penultimate driver from the Wacom site. In the specifications for the driver you can read whether it is suitable for your model.
