You should make a backup of it. If she ever loses her cell phone, or if it is stolen or broken, everything is gone anyway.

My old Xperia had 32GB, the company phone Galaxy S8 "only" 64GB, my current Galaxy Note 9 had 128GB by default.
I can partially understand their behavior. She is attached to her boyfriend, and therefore also to the pictures, which she does not want to delete because they are memories of moments together.

If this app is a helpful tool to improve your English and the teacher goes out of her way to help the students, then she should take the chance.
There are different ways to save photos, as you have already said, on your PC or an SD card, depending on the case also free iCloud or Google storage up to 5 or 15 GB storage; that should be enough to outsource so many photos that you can install the app to become better in English if necessary.
But in the end it's her business, you can tell her that again, but in the end she has to know what she's doing.
I just made sceenis from my gallery and deleted the other pictures so I have (for me, just like that) a photo with the pictures that are important to me I can then simply zoom in and make a sceni if I want an important picture I have enough space but still have all the important photos anyway.
Suggest the possibility to her.
And if she still doesn't want to, you can ask your English teacher if she can write a parenting letter to your class that the parents know about the app, etc.
