What do you want to do with the PC, the laptop can be a 300 euro laptop and then a 600 euro gaming PC is not bad! If you want to do video editing or something similar, I would only take a PC or just a laptop.
Can you actually "only" recommend a PC. You get a lot more power for the same price as a laptop. If you would also assemble the PC yourself, you will get another 50-100 euro cheaper.

Only a laptop that is at home and hangs permanently on the charging cable for convenience will break the battery faster.
