I'm planning on switching from a laptop to a desktop PC, my only question is: does the CPU count the most when rendering a video or do the CPU and GPU work together? So I know if I have to put more money into a CPU or in a GPU

It depends. You can do calculations and renderings with nVidia CUDA, but you can also use the CPU. With Sony Vegas one can do that I do not select, with Adobe programs already.
