Win7 to Win10 usually works too… My old Win7 does not run properly with Win10 due to hardware compatibility… If the computer was here for XP, it becomes even more difficult with the hardware drivers…

Even from a volume license for large companies, the sale of a single use right does not represent a valid single license. The sale would have to take place over the entire volume and not as a single use right. That would also be covered by the EU judgment.
The sale of licenses originating outside the EU may also not be covered by this EU judgment.
For cheap keys, the keys often come from volume licenses from the Eastern Bloc (should have occurred at Lizengo). Neither the dealer nor you as a customer has control over how often such a key is actually used, because all buyers of a volume key use the same key.
I have already used such dubious keys at some acquaintances at their express request, although it has happened more than once that a key sent was subsequently blocked or was invalid from the start.
My advice is therefore, if you buy a key, don't use the cheapest one, but take one from a trustworthy source.
