So I use a gaming laptop to cut my videos. However, that is not exactly cheap with 1,500 euro, but there are certainly other manufacturers that are not so expensive.
Other than described in the first answer, it is very important how the laptop has to be designed to cut or render a video. Some editing programs just do not run on "normal" laptops. Rendering may also take forever on a "work laptop", which a gaming PC can do in much less time for better performance.

For the video editing, I recommend a processor with at least 4 cores, better 8, and 12 GB of RAM or more.
A good graphics card with at least 4 GB of video memory will help you with fast video editing.
