Can I build a network like this so that all devices can access the internet:

Laptop1:

connected via Wi-Fi with smartphone hotspot (has Internet via the smartphone)

Server (ubuntu server 14.04):

If you can't even ping the server itself from the laptop 2, then the amount of possible sources of error is already very limited: The switch (port), the cable between the switch and server, the network port of the server or the configuration of the server.

If you can ping the server from both laptops but fail to reach the server services, it may just be because of the configuration of the server.

But if everything goes in the internal network and only from the Internet not (I do not understand your question, but I also like to understand something wrong), then it is probably because of your somewhat complicated construction for Internet access.
