My buddy has a laptop and has no operating system on it we have on the card where it was sent is 1.3 ram so what do you need if you have 1.3 ram for an operating system?

But you should consider that not only the operating system needs ram, but also the applications. If the operating system consumes more than 50% of the RAM, nothing is good. Then you should install but also no current programs, because all too much Ram need, so nothing Firefox, etc.
Normally you do it on such an old carrot Linux on it.

Have you ever looked at the real use of physical memory? The Firefox 65.0 (Aurora) takes 250 MB despite a lot of debugging information
Even on my "relatively modern" computer, the memory requirement is about 1.7 GB over everything…
The loading should take a while, because the system is likely to "swap" a bit, but if it works, there should be no real problems.
If the laptop receives support from Windows 10, W10 goes 32 bit.
If not then Win7 32 bit.
Everything else from Windows is not advisable.
Run both probably slow but it works.
