Netflix: Picture hangs, but sound is running?

My family now has Netflix. We have the subscription that works for 2 devices.

1 device is a TV that is down in the living room.

The second device is my laptop, which is on the ground floor and sometimes on the first floor.

Now the problem is the following: On the TV Netflix runs properly. Not on my laptop. As soon as I do a series or a movie, the picture gets stuck, jumping funny back and forth while the sound continues to play. The same thing happens when I fast forward or do another series.

The Wi-Fi works, that's not it, YouTube or other work as well.

What could it be that it does not work?

Hi, that problem I know from Youtube with lousy PC's, it looks like your laptop just can't handle HD.

Can you throttle the quality, of course, stupid for the eyes.
