Can I still run a dedicated ark server using a laptop on the ark Not running (Not powerful)?

My name is Philipp and I'm currently playing a lot of ark with a friend on the PS4 on a non-dedicated server, but there's a bay where my friend can't move far away from me, so I can't ask my question on a laptop that powerful enough is to open a detected ark server for ark.

Ps4 players can't play on a PC server, so I don't think that will work, especially since you would also have to be online on the lapi and Ark doesn't work there.

With a dedicated server you don't have to be in the world yourself and in the meantime you can't thank Ps4 on PC server to the official server anyway
