Office PC for EUR 400, - build yourself?

So my current Office Calculator is just more, with a lot of luck, kack slowly.

I do not need a monitor, or input devices, just the PC.

I do not need a WLAN card because I have a strong antenna from Asus (USB)

Well, at least my last computer, I have also assembled myself. Was a mini PC case to believe in total so 130 EUR so not the best of the best. I have now replaced it with my laptop Acer Aspire E-15. But as I said it has become unbearably slow.

I do not really need an HDD nor have a 128GB SSD in here.

Now I'm just looking for the following:
power adapter

motherboard

R.A.M.

casing

processor

I also thought about buying the parts needed. BUT - the thing is I do not know myself anymore because there are so many processors. Like sand by the sea. RAM I would like 16GB (Chrome is Hungry) total budget EUR 400.

Tasks: Office only, Dropbox, Gdrive, Manage Photos and Chrome.

Housing as small as possible to save space.

I had a bad experience with Seagate, so I put in a Western Digital and there I took one from the "Black" series, as they are simply faster compared to the WD blues.

Well, if you order the board and it's not on the latest BIOS yet then you have a problem. Do you need to get a CPU running, or know one of them, or have the BIOS loaded from another?

So a problem.
