After all, the signal must somehow be transferred from the PC to the LCD, and that works only with HDMI, DP or D-Sub, which means that you somehow need the PCB with the connections. AU Optronics, Chi Mei, Samsung, LG and all the others do not sell panels to consumers. This only makes sense in laptop displays, because the control electronics are integrated there and the whole thing is connected via a standard ribbon cable. What do you want to use that for? Maybe synonymous would go to a flat monitor / TV with holes for VESA wall mount or a projector or something.

There are usually the ports and so on in there. Mostly, not always. If quality is less important than good build, I recommend a cheap monitor.
