If you connect a cable to the TV socket in the wall and the other end to the laptop, can you watch TV on the laptop?

You need a piece of hardware for this, depending on what kind of TV connection it is. That's it then.

The streaming offers are an alternative.

You can't without a tuner in between, your laptop doesn't have an antenna input either
