Here from 799 euro devices with the latest processor, 8 GB of RAM and reasonable graphics card (GTX 1050ti). The processors have all 4 cores and 8 threads… There's plenty of steam behind it for the next few years.

As a P / L tip I can recommend you a laptop with Ryzen 5 2500u. The cost only 499 euro and still have good computing power. The graphics runs on a small chip, but has more than enough power for media applications and already gives a lot. Unfortunately, in most cases it is not enough for gaming (only 30-40 frames per second).

Look, that in all cases you have a 128 GB rather 250 GB SSD! Retrofitting or exchanging is always possible.
If you explicitly exclude gaming, then take the bottom with Ryzen 5 2500u, 8GB of RAM and SSD. The thing has more than enough power from the processor and RAM. As usual, graphics are also enough for media and office, for small or older games as well. But not for new titles in reasonable settings
