Laptop universal charger does not charge my laptop although it is new and I have specified the correct voltage. Why?

Got a new universal charger for my laptop. Below is the number of volts that is required and I have also set it, but somehow it doesn't charge, why?

Perhaps the necessary amperage is incorrect.

Or it only works with an original power supply because the universal power supply does not return the correct values that the notebook expects.

Or it's broken (even if it's new).
