At the moment there's not much work for us and it is really "unnecessary" that the entire workforce comes to an open-plan office, I really do not see the statement of how they can take vacation or work overtime… I do not see it anyone can just cut it off because it's about the company, but there's no accommodating in that regard.

Your employer can't cut the laptops from their ribs. So: if there's none there's none and you work in the office. Be happy, as long as you should go to the office you have no short-time work and therefore no financial losses.
