Intel HD Graphics 3000 throttlet?

In the question you can see what it's about, here's the rest of the system:

Intel I5 2540m (dual core, 2 cores, 4 threads; 2.6Ghz base clock, 3.3Ghz turbo clock)
12GB Ram, 1333Mhz (8GB and 4GB)
Intel HD Graphics 3000, 2GB Vram, clocking no idea sry xD
128GB SSD, approx. 100MB / s write, approx. 200MB / s read
80W power supply, other data no idea, is a laptop power supply
Mainboard, fan etc. I have no idea is a laptop

So, here is the name of the notebook: HP EliteBook 2760p (upgraded to 12GB Ram).

And now to my problem:

I have had the problem for about 2 months now that I keep having FPS drops in Minecraft. These go from about 50 FPS with Optifine to 5-1 FPS. I have searched for this problem again and again in the past 2 months, but never found it. Today I searched and found the problem intensively with the MSI Afterburner. The graphics unit goes from 75% load to 15% and only 5 minutes later. I have also attached 2 screenshots. The "normal" problems, such as thermal throttling etc. Are not to blame, because as soon as you leave the game (not closing, only disconnected from the server), the usage goes back up to 60% and everything runs great. But I don't find the reason, I've already spent about 3 hours looking for the problem. Anyone have an idea?

May reinstall Windows help? Thank you for answers here in advance. +

Very easily. Get your laptop. Open it. Open Minecraft and then a little this a little that then you buy a PC and you're done.

Your problem is solved.

Are all drivers up to date?

fr

Great idea, unfortunately not possible xD If I could do that, I would destroy the laptop anyway ^^

fr

Yes, they are all up to date.

And why can't you?

fr

Well, I'm still a young lad and need permission…

Then get permission. Any parent would be proud of it. I don't think they mind.

Is your laptop getting noticeably hot?

St

Java too?

fr

Not noticeable on the case, the only thing you can feel is the hot air from the fan. And it doesn't get particularly hot either. At most 70-80 ° C.

Yup, everything up to date.
