Yes the software for it has Windows 10 on board. But your laptop must have the appropriate hardware.

Your display must be able to display 4,096 x 2,160. Whether it can be found in the display setting.
Then the CPU / GPU must be able to display that as well. Just google it for its CPU / GPU.
In most cases, however, the devices have a 4K symbol on the housing because it can advertise great.
You go under Windows in the settings then on system then on ads. There's the current resolution (in pixels) I think it should be 1920x1080 (Full HD). If you click on it, you can choose a different resolution. 4k is 4096x2048 pixels. But I think (like most laptops) your laptop only has Full HD. You can still watch 4k videos, but pixels are taken together and reduced to Full HD.
You'd have to check which graphics card you have.
