Will my laptop if I change the system volume (not the controller, look in the picture), louder? Or should I leave it like this? (I like quality and high volume very important).

Had that made it as high as possible, Somewhat quieter sound & Something worse quality (if the two course voices, Had made it many months ago, and can't remember), Then I tried that with the normal Windows fixes that too Fix it, he recommended the volume as in the picture, then I took it.

There would have to be "system quality" and not volume. The bit specification affects the dynamics, but has no influence on the maximum volume.

41kHz at 16bit is CD quality and quite sufficient for consumer applications (games, music etc). When it comes to pro-audio applications you should prefer 48khz and 24bit.
You also have to keep in mind that the entire signal chain plays a role: if your speakers and sound card do not sound so good, you will not even notice any improvement beyond a certain quality.
