I got a laptop and have a 20 euro playstore voucher now I wanted to ask if you can use that too.

No, since Sims 4 is not available in the Playstore, you can't buy it from such a voucher. Sims 4 is only available on Origin and Steam, and you can only buy it with these coupons.
