There's hardly anything for this price, especially nothing powerful. Get a ChromeBook and say goodbye to Windows.
HP, Lenovo, Asus, Dell. However, the budget of 200 to 300 Oironen is very narrow.
So i would use lenovo, asus msi or toshiba. There are also used devices (refurbished by the manufacturer or seller) quite inexpensive.
With your budget of a maximum of 300 euro, you will also get second choice and poorly performing old devices on the used market. There's little to be had on the used market for less than 500 euro.
I then recommend the business series from HP, Lenovo and Dell.
