For surfing and co. Suffice it. But with more demanding programs like 3D, or most games then is more likely to end terrain.
The memory is sufficient if you do not download tons of movies and co.
But 8+ GB Ram are better
4GB are little, 128GB are nothing (can usually easily upgrade, but then reckon it NEN 50-100 euro on it) The processor is okay for Office, that's it but synonymous. The graphics card is bad, Intel halt. With AMD APUS you get much more graphics performance. Touchscreen is an unnecessary gimmick. Do you notice at the latest if you have grease stains on the display. Mouse and keyboard are much faster.
It is enough for your purposes, but there are more sensible alternatives. Remember that the space is full with few programs. The lowest thing I would recommend is 250GB, but that is limited to the minimum. Rather 500GB or 1TB for large applications or movie collections.
Do you really need the touchscreen? If not, I'd rather put on more powerful hardware. Whether 128 GB of memory is sufficient, only you can answer. That would not be enough for me. In the price range, however, would certainly be loose 256 GB in it. The touch function drives up the price in the height and with 14-inch devices, the selection of devices is not quite as large as 15.6-inch devices. A graphics card does not have the device, but an integrated graphics chip, to be exact. Is loose enough for your projects. As for the processor, I would at least put on an Intel Core i3 or AMD Ryzen 3. And on the device is indeed Windows 10 Home S installed. There can be installed to my knowledge, no other browser, so you are dependent on Edge. In addition, only Windows Store apps can be installed. But you would have to be able to change.

It is a 14-inch device with a Full HD display. Installed are an AMD Ryzen 3 3200U, 8 GB RAM and a 256 GB SSD. Furthermore, Windows 10 Home is preinstalled.
With the device you would have a more powerful processor, twice as much memory and a double SSD. A surcharge of just 50 euro is worth it in any case.
