Almost all programs and apps run on all platforms.
Eg Skype.

No, it doesn't cost anything. With Skype you can call "normal" telephone connections for a fee - but the core function (video chat via the network) is free.
You can also just use the Facebook video call. Then you don't have to install anything. It works on any system.
