It doesn't have to be the strongest gamer pc now but my problem has always been that my previous computers were always extremely slow. What do I have to watch out for? I would like to buy one because it is much cheaper, but the last one I had took 10 minutes to load a page and that was not due to my internet.

If you really have little idea, do not play any / hardly any games and want to invest little care / maintenance in the PC… It really makes a difference if the OS is a Mac. A little cheaper than a so-called "refurbished device". I advise against a PC used by private
1) The PC should fit the application.
2) The PC should have enough RAM. PCs with 2 or 4GB RAM often have to outsource content to HDD / SSD. Therefore, you should currently have at least 8GB RAM (with a gaming PC, preferably at least 16GB).
3) A modern PC has a sufficiently large SSD, an additional hard drive can serve as a data grave (for photos, music and videos), but the SSD speeds up the startup process of the PC and the loading of programs and games. With an office PC you can get along well with a 240GB SSD, with a gaming PC the SSD should be at least 480GB in size.
4) A gaming PC should always have its own graphics card, currently the size of the video memory should be min. 4GB (beginner) (middle class = 6GB; HighEnd = min8GB). DDR3 video memory is only used for slow office graphics cards.
5) Don't use cheap CPUs (terms like Sempron, Athlon, Celeron or Atom indicate slow CPUs).
6) Do not save on the power supply but use good brands of power supplies such as BeQuiet, Seasonic, Enermax etc.
7) DDR3 memory is only used on computers with outdated hardware.
