That has been worth 6 years ago since Windows 7 ran better than Vista… Depending on what is installed there could be even worth Win10 :-) …
What is now 100-200 euro costs should not be apparent to me… OEM keys are available for 10-20 euro:-)
If you prefer a slim Linux on the laptop, then you still have something of it. The computer on which I'm writing this answer is eight years old and there's no Windows on it for a long time, but Arch Linux and the box runs like the first day. However, I would not recommend Arch Linux for starters, maybe check out Debian. This also has support for almost all CPU architectures, so if that's still a 32bit machine, it's not a problem; Debian runs on virtually every hardware (the info on the internet, you only have problems because of missing drivers are fake news). As a desktop environment, I recommend Xfce or LXDE because these desktop environments save resources. Do not use KDE or Gnome, they'll run out of RAM pretty fast (I'm assuming the thing does not have more than 4GB of memory).
