So on older and slightly worse hardware, Windows 8.1 actually runs better or Windows 10 (if you use a certain older version). But theoretically you could also buy Windows 10 "S". Is an extra version for slightly older devices / hardware. The latest version will run damn unpleasant on the hardware you described.
With Windows 8.1 you could say that it is "mature". Windows 10, however, is very buggy.

I have now installed Win 7 and Win 10 next to Linux, so I can't see a big difference in both, as long as you get the drivers for your PC up and running there. Some computers are supposed to run even faster under Windows 10, but I can't confirm that either. I only go to the Internet on Linux, since everything is possible now, I use Windows more for multimedia applications.
