Youtube livestream via laptop?

I would like to make a livestream on Youtube with my laptop.

I get an Internet connection via hotspot from a smartphone, which however uses the mobile data, since we have no Wi-Fi.

Then do I have the rules that I need 1,000 subscribers to livestream or not?

Rule number 1. Do not do any bad things in the live stream. The other I do not know exactly, but as far as I know, if at some point they have a lot of subscribers and viewers and they regularly stream live, then they are asked to purchase a paid broadcasting license and there they have to pay more attention to the broadcasting license.

As far as I know you can also stream live with 0 subscriptions.
