I got a used laptop, what o.a. Pre-installation has: Would like to build in larger HD (replace). Is it then that I can reinstall the currently installed Win10 via stick or DVD?

Yes. The key is linked to the hardware and you can install Windows 10 using Microsoft's Media Creations Tool. You can install the tool either on USB or on disk. But you have to make sure that you choose the same version, otherwise the key will not work.

For PCs and laptops that are shipped with Windows 10, the key is permanently integrated in the BIOS and is automatically adopted when activated. You can do this without a Microsoft account.

You can always reinstall it again and again. After the installation you should also install the drivers of the PC or laptop. You can get this from the manufacturer's site.
