Release blocked programs?

This morning my father somehow blocked the Tor Browser or something similar on my laptop (Windows 10). In any case, it can no longer be opened.

Error message reads: The operation was canceled due to current restrictions on the computer. Please contact the Systemadministrator.

How can I fix this?

You could talk to your father about why he blocked the Tor Browser and whether he can unblock it.

Does normal Firefox work?

So, if you own the operating system then you have to take care that you become an admin.
If your father is admin, the only thing you can do is ask him to unlock your Tor Browser…
