I charged my laptop with the included cable and this thick power supply got so hot that you couldn't touch it for more than 5 seconds.

Is that normal?

It doesn't necessarily have to be "hot", it can also be as little as 60 °. The components in there just get hot during operation. A warmer case is usually a good sign because it is better to dissipate some of the heat through the case than if the hardware has no contact with the case and just boils away.
