USB 3.1 Type-C video transmission?

Is it possible to transfer a video signal via USB 3.1 Type-C cable (not Thunderbolt 3 capable) to a monitor via a Type-C hub with HDMI or Displayport output?

In other words, can I connect my laptop (USB Type-C connection) to my hub with a normal Type-C USB 3.1 cable, to which my monitor is connected via HDMI? Then does the image transmission work?

As far as I know, there's thunderbolt to Hdmi adapter.
