Windows 7 doesn't start completely either, it hangs when starting.
Rather use Linux Mint xfce or Xubuntu for older hardware.
Kali Linux is only for professional pen testers and with your question you show: you are not one of them. So let it be.

Kali Linux is relatively slow, just until the system is ready to start it can easily take 5 minutes, even with newer computers.
You won't have much fun with it on your old laptop.

There are distributions like Linux Bodhi - the old laptops run really fast again.
