Windows 10 desktop apps not only loads mouse cursor moves

I've been waiting for 20-30 minutes now, restarted the laptop 3 times, but no apps are shown on the desktop or on the taskbar. I ask for help quickly. The laptop has Intel Core I3. The laptop worked without any problems yesterday
