I would have expected an Intel Atom, 2GB RAM, a HD TN Panel and 32 GB EMMC Flash.
So bad is not the offer. Sure, does not have very good specs, but with 4GB of RAM, a Celeron and 64GB EMMC you are already sufficiently positioned for smooth and not so sluggish surfing and Office. The IPS panel should also be okay, even if it is absolutely cheap, it is better than some TN panels, especially in the price range. The Full HD resolution in combination with the unfortunately quite small display but ensures a high pixel density.
I would only wish for a larger display. Also, I would definitely use a dedicated mouse, even if it's just a 10 euro model, as those cheap touchpads are really grotty bad! Maybe you can find a larger monitor on Ebay for a few Euro, which you can then use at home
As long as you do not want to practice multitasking on this notebook, either Office or Word, or video, and not necessarily all at the same time, then this book should easily serve its purpose.
