How does "the utilman trick not work"? Apart from that helps probably only a complete reinstallation. So with another PC, install a window 7 (or 10) .iso on an 8gb or more USB stick and rebuild your windows completely. Then, of course, all the data is gone that you have not saved in a cloud or something similar.
If you still have your serial number for Windows 7 flying around somewhere, then I recommend reinstalling after you get your data.
