It always depends on what video editing program you use. For Vegas, it does not take as long as Adobe Premiere Pro, but it takes longer to do so, for example, than rendering with Wondershare Filmora.
I myself have worked with all three programs and had initially worked with similar specifications. However, I'm now on 16GB and I7, but have only Intel HD Graphics and support a GeForce MX250. Nevertheless, the rendering is now faster with me than on the old laptop.
I myself only use Filmora. Yes, Vegas and Premiere may have more features, but you'll notice that as well, as they consume too many resources. This will take longer, for example, to render.
Example: I recently rendered a 30 minute video on Fulll-HD. With Vegas it took about one and a half hours and with Filmora just under half an hour. Both on the same laptop, of course.
