That sounds like a dead hard drive.
You probably have. An HP laptop? I think it looks like this with them, at least it was with a 2013 G7.
Restart the PC and go into the BIOS (F2 spam while it boots up).
Is the hard drive recognized there? (For "Boot" there should be Boot priority or something)
If not, your hard drive may be dead.
If it clicks weird and / or loudly at the beginning, then it is dead.
If you have an SSD, you had to unscrew the computer and test it in a different way, since SSDs do not make any noise.
Look in the BIOS to see if the hard drive appears in the boot menu. If not, it is most likely broken. In that case, I hope for you that you have a backup.
