Steam Workshop not syncing objects?

I have installed Wallpaper Engine on my permanent PC with 30 workshop objects subscribed to. Now I've bought a laptop and installed the wallpaper engine, but I have to download all the subscribed objects. How do I stop that? I only want the subscribed objects on my PC and only the objects that I have subscribed to on the laptop

Unfortunately, the workshop is accessed with your Steam ACC not with the device ID

Yes, I can understand there's a steam workshop downloader for manual download but I would very much doubt whether this is legal
