Yes you can play it. Just have to lower the graphics settings in-game. So a lot with reflections or shades or birds and a lot of reflections or something… You won't see there.

So I can play with the Ryzen 5 3500U with 4 * 2.1GHz and the Radeon Vega 8 with 2GB graphics memory GTA. But I would recommend to make the graphics down because the graphics card is not so good (I have the graphics with me at the bottom) and it depends on how much RAM you have.
