I found a laptop in my basement that has 16MB of ram. But I have no idea which operating system only needs 16MB of RAM. Does anyone know one?

On modern operating systems I would only think of Tiny Core, but even that needs at least 48 MB.
Apart from the already mentioned MS-DOS, there are also some specially adapted Linux distributions that get by with very little memory.

Just kidding, it will be extremely difficult to find a system for this at this point in time. And when you find something, it becomes difficult when it comes to programs for it. It is best to keep collecting dust or to dispose of it and rather buy a real computer

Before I saw that thing only has 16 MB RAM, I even planned to do csgo on it because it didn't even look that old. But I'll probably cram that thing in some corner again.
