My question is whether I can theoretically buy Minecraft from another device and then play on my PC. So basically register and buy on another laptop and then log in to my account with the account I bought it with and then download it?

Yes that's not a problem at all.
I use my Minecraft account on my computer, laptop and on my mobile phone (on my mobile phone with the MineChat app).
However, you should only ever have one Minecraft device open, otherwise it can happen that your account is blocked for 2 hours.
So, buy an account on your laptop and install Minecraft there. And if you later go to your computer, log in to minecraft.net and install Minecraft again.
