With Autotune from Antares you will of course achieve the best results, but there are also free plugins with which you can achieve something decent.
Your PC / laptop / Mac is a minor matter. It should be able to run a good DAW and if it has enough ram it will not cause any problems.
I can tell you about the mic from my own experience that it doesn't matter which one you take. What is important is what you want and what you will make of it later.
There are microphones that cost 1000 euro or more, but they just don't work because they don't have the sound you want and the other way around.
Then it also depends on how fit you are in mixing.
For example, you can get a mic that only costs 40 euro but unfortunately has a huge bass share. But if you can now deal with an EQ, that's no problem again.
